A 10 KB limit is common for signature uploads, small ID thumbnails and older online forms that only store a tiny preview.
At 10 KB a photo usually ends up around 200–350 pixels wide. That is fine for a face or a signature, but fine detail and text in the background will soften.
Crop to just the face or signature first. Fewer pixels to store means more quality left for what matters.
